code working without root on 4.4.2

i found this and tested on 4.4.2 htc one sense (no root)

I recently upgraded my phone to Android 4.4.2... not realizing it would disable AppOps.
I'd really like to get AppOps working again, and it looks like you were able to accomplish that. However, I'm not sure what to do with the code you posted. I guess I need the steps involved with "fixing" it. Sorry for my ignorance.

files in there. Is there a specific file, I should attempt to execute on
