[AnjaliOldLipi] Mapping correction done for the glyph for malayalam-q…

…uarter

The glyph for malayalam-quarter (൳) had the wrong mapping to U+0D66, the
unicode code-point for malayalam 0. It is now correctly mapped to U+0D73, the
code point for malayalam quarter. Also the glyph is renamed as ml_quarter.
