Move hosting to GitHub Pages from Firebase Hosting.
Add animated diagram for Getting Involved.
Add news ticker to the top of the webpage.
Add outdated browser notice for all web browsers that are not supported - in particular, we no longer support IE.
Add GDPR cookie notice (for Google Analytics tracking).
