v1.13.13: If a select has the title attribute set (and is not a multiple select), selecting an option doesn't update the value in the button #2437

Cause: changes to render function in v1.13.13. This is because startIndex is set to 1 if a placeholder exists, but if it's not a multiple select, there's only 1 option selected, so nothing inside the for loop runs.
