* **SECURITY ISSUE:** Attempted to make RSA PKCS#1v1.5 decryption more constant

@sfc-gh-mkeller, when might this change make it out as part of a version bump? i would like to pick up it up to resolve he security vulnerability on our side as well.

11/16 is the next planned release, they always happen every 3 weeks
