Upgrade maven and gradle plugins to newest versions, which among other changes include printing part of the stack trace for reachability analysis as well as some quality of life fixes.

What does this PR do?
Upgrade maven and gradle plugins to newest versions, which among other changes include printing part of the stack trace for reachability analysis as well as some quality of life fixes.
The for reachability analysis is necessary in order to be aware of any errors that may occur while generating the call graph for Java projects.
