don't use gpg --quiet when in decrypting files in verbose mode #394

When a user is running in verbose mode, we might as well show the output of the gpg decryption command.

Implemented in #393 -- (See: 130f47d )

This means that if you run
SECRETS_VERBOSE=1 git secret cat filename
you may get some output from gpg before the contents of your file
