Add Create/Update/Delete operation on the API of availability zone

What happened:

As of now hotpot just supports the list API of availability zones which are generated from the /etc/opensds/drivers/xx.yml. It's not flexible for administrator to management availability zone. So adding more operation for availability zone is suggested here.

What you expected to happen:

Add Create/Update/Delete operation on the API of availability zone.
