[QIP]: Issues for Quality improvement plan

Issue/Feature Description:
The issue is an umbrella issue for Quality improvement plan :
Following are the identified issue

• Split ci_check.sh script into multiple jobs (can run parallel)

  • maintain switch for conditional build for different jobs
    • release
    • respository
    • container

• Reliability of all deployed services

  • Restart over reboot/crash
    • If deployed as process : use service (systemd) Improve reliability of SODA services deployed as processes. Restart services after reboot or crash #452
    • if docker container : use restart always policy Improve the reliability of the SODA services that are deployed as containers. Use restart always policy #453

• Deployment of common services
  Add strategy for common services (redis, kafka) deployment across different module.

• Add installer support of container for delfin module

Why this issue to fixed / feature is needed(give scenarios or use cases):
The issue handles quality improvement for the project
