cbindgen outputs different headers for same source #262

Running the following in a loop produces different versions of token.h occasionally:

rm token/program/inc/token.h
SPL_CBINDGEN=1 ./do.sh build-lib token -D warnings

The ci check to catch header changes has been disabled: #262
