This pull contains a process through which changes to Solid Specifications, the Solid Roadmap, and Supporting Documentation are proposed and accepted. It also provides detail around how Solid Project properties, such as the website, forum, chat channels, and GitHub organization, are administered.
This is the result of extensive collaboration between a number of members of the community. Where the prior proposal was more structured and heavy, this proposal aims to provide just enough structure to ensure there is strong editorial review of the specification, roadmap, and associated docs, without too much added overhead in the mechanisms that ultimately lead to proposals to change those things.
This process should continue to evolve as we apply it, and in doing so identify places where it can be expanded or adjusted.
