Thanks @jgilgamesh . A description of the changelog requirements can be found here: https://github.com/solo-io/go-utils/tree/master/changelogutils.

In this case, we need to add a file to changelog/v0.5.18, along the lines of:

changelog:
  - type: NON_USER_FACING
    description: Upgraded the plank container to Ubuntu 18.04.
