Cannot set Ctrl+Shift or Alt+Shift as key binding, only Ctrl+Shift+<any key> #2089

Description

Tried to set custom layout switching keybinding and found I can't set it to Ctrl+Shift or Alt+Shift only Ctrl+Shift+ 'any other key' works or Super + 'any other key'

Budgie version

Budgie-Desktop 10.5.2

Operating system

Solus 4.1

Steps to reproduce the issue

Add new keyboard layout, try to set keybinding to Ctrl+Shift or Alt+Shift

Actual result

only Ctrl+Shift+ 'any other key' can be set

Expected result

Setting Ctrl+Shift or Alt+Shift as keybindings

Additional

There is a dirty hack than keybinding can be set using dconf-editor, but it is not user-friendly and not obvious at all

Alt+Shift has worked since the release of Budgie Desktop and I just validated it locally here. You don't need to set it as a keybinding.
