@sjefferson99 file needs to be called CONTRIBUTING.md not CONTRIBUTING

@sam57719 I followed this github document to create it, which clearly states no md suffix. However I can see .md all over other repositories, which also seem to work and will be consistent with README.md I shall update it. |

First version of contributing, should be updated as and when we come up with improvements or find development process issues.
