add container build github workflow

As mentioned in #16 (comment) i don't want to support the container image host by myself. With this change you are able to support it by your own.

Hi @kaiehrhardt - many thanks for the contribution, and apologies for our delay in attending to this PR.

Sonatype Nexus Community uses Circle CI rather than GitHub Actions at this time, and as you may have noticed, this project is not set up in Circle CI yet. We'll get this resolved ASAP.

I'm also looking to confirm (internally) where should be publishing any Docker Images.
