You can follow the instructions on [this OpenBSD journal article](https://undeadly.org/cgi?action=article;sid=20140225072408) to convert the installation iso file into a bootable USB image you can write to a USB stick. The only catch is that if the installation script cannot find the install sets, you should choose the disk option and that the disk partition is not mounted yet, and point it to the USB stick with the correct path to the install sets (the default path the script offers is the same path as in the image too, so you just hit Enter at that point).
