When does Microsoft plan to open source the SDN (Bluebird) agent? As part of the SONiC DASH, we will need the SDN agent for solution testing.

Michal mentioned about NB APIs to be available by the end of Jan/early Feb. From this, I gathered the API definition. SDN agent is essentially the container (code) which is supposedly a broad based implementation runs in targets such as SDN appliances and smart NICs and provides an interface to the SDN controller.
