Adds two new GameScope VR flags: - SteamVR Overlay Key (--vr-overlay-key) - VR Scroll Speed (--vr-scrolls-speed)

Langfiles look good, testing shows this as working too. ShellCheck is green as well. This is probably ready to merge. |

This is part of some cleanup work to update the existing GameScope flags, now that #845 is merged.
