Just tested on kugo, can confirm.
Edit: When 'Mobile data always active' is enabled in developer options. I reliably get USB tethering via 3G when wifi is on.
When 'Mobile data always active' is disabled, I sometimes get USB tethering via LAN when connected to wifi, but not always. (testing with traceroute)
