[Tech]: Remove 0.1x conviction in Governance

Problem statement

We want to ensure that people have skin in the game when participating in the Governance process. For that matter, we remove the 0.1x conviction and enable only the 1x and higher.

• 0.1x conviction removed from Governance on mainnet
• 0.1x conviction removed from Governance on the Kusama parachain
• 0.1x conviction removed from Governance on Polkadot parachain
