Attempt to clarify automatic restart in README #102

To aim of this pull request is to point out that the kafka.automatic_restart attribute needs to be set to true for any restart to actually happen at all, as it's not as obvious as it could be. It also corrects a mistake in the README with regards to the action for ruby_block[coordinate-kafka-start].

The background for this is #101.
