Emissive textures not working for certain entities and items #1342

It's glad to see that emissive textures work out well on most blocks and entities. I've also made a texture pack. However, some of the textures don't work perfectly. Here are some of the examples I've discovered.
Currently not working: ender crystal entities, spectral arrow entities, falling blocks, blocks displayed by minecarts(eg. the command block on a command block minecart), dragon heads(items and blocks), ender chest items.
Also, looking forward to see #1327 being solved.

I also have the issue whereby it does not work in conjunction with CIT or random mobs. I haven't tried any with blocks yet, but I'm sure that if I tried to do it with blocks that have CTM, that it won't work either

Emissive textures should work with random mobs if every mob texture has a corresponding emissive texture.
