Ports over the proposal intro file from the hackmd.
Port over the fundamental design principles doc from the hackmd.
Ports the "Expected Team Decorum & Usage" docs over from the hackmd.
For some reason this wants relative pathing when the SUMMARY.md doesn't.

Adds a section between space-station-14 and the hosting guide for design proposals.
Also ports the three general design doc guide pages from the hackmd to fill it out for now.
