Virtual Observatory plugin for Jdaviz

Description

This PR introduces a new plugin to download data products from the Virtual Observatory. Currently only utilizes the Simple Image Access Protocol to pull images into Imviz. This PR is in early development and only intended for other maintainers to inspect and test the product.
