added scattered light, light saber anomalies for niriss #1133

Addresses issue #1128, adding NIRISS-specific anomalies to constants.py

Requires NIRISS anomaly database reset.

Hey @rcooper295 thanks for the updates. Would you mind linking us to documentation on what light and light saber anomalies are? I would like to start collecting documents to eventually add links for examples and descriptions to our anomaly pages.

I made a new branch yesterday to start collecting images of anomalies, and I grabbed a light saber example.
