PRevious version would not link with statically-built BLAS and LAPACK.

@alalazo @davydden Can you take a look at this? Is anything preventing this from being integrated with the changes from #1682?

@tgamblin i think this PR can be closed now. It will use static libs if you use openblas~shared (or any other blas-lapack lib).

Ok sounds good. @citibeth: please reopen if the reworking in #1682 didn't help.
