Adds carets to the Step 2 panels to make it more apparent that they are collapsible.
In order to make the alignment correct, I added various Bootstrap 4 flex utilities to
app/assets/stylesheets/flex-utils.sassand changed.panel-headingand.panel-footeralignment to use flex utilities inapp/assets/stylesheets/bootstrap-custom.sass.I then went through and fixed contents across the application that used the old Bootstrap 3 formatting using
.pull-left,.pull-rightand.clearfixto handle more complex content in panel headings.
