Create an optional V3 token contract

Leading on from the work already done, continue working on a BEP20 standard v3 token contract as an optional deploy with a V3 protocol suite:

• Focus on removing anything that impacts efficiency from stages of the project that are now completed/deprecated including feeBurn & initial token distro/bond
• Add a variable to point to the controller contract which can house all the proposal/permissions logic & variables to connect to the other current contract addresses (router etc) (this will enforce time delay too so that base contract variables can't be changed instantly unless unanimously agreed)

To extend this issue as things are discussed more broadly, just a placeholder for now
