+1 to add this as a historical, broadly permissive license.

The wording is perhaps a bit different from other typical permissive / attribution licenses, in particular the phrasing for giving credit "where credit is due" and "try to initial any changes." But neither of these give me any concerns as to how this matches up against the License Inclusion Principles.

Soundex as the ID and "Soundex License" as the name look reasonable to me.
