Get Daemon or Wallet Blockheight Over RPC #6109

Due to this issue I am unable to get run the daemon status command on windows. Sometimes my electrum client seems to get stuck and does not sync and requires me to restart it. Is there a way that I can get the daemon status over RPC? I have no problem running the daemon and loading a wallet with no feedback, but I need to be able to check in on the daemon and seeing if it is progressing or not and if it needs to be restarted. I am running the latest 3.3.8 release also, I would not mind building an executable from source if it gave me the info about the daemon/wallet over rpc. I also only want the command line tool, so if there is a way that I could do a build from source that excludes all window/gui related functionality, and help fix the block box issue showing up that would work also.

Recent commits to master branch allow a lot of control over rpc.
