Subject: Mathjax CDN will be shutting down

Problem

Mathjax CDN will be shutting down at April 30, 2017. See https://www.mathjax.org/cdn-shutting-down/

Sphinx uses Mathjax CDN as a default URL, so I think we should change to another place.

There are two options.

a. Change to another CDN such as https://cdnjs.cloudflare.com/ajax/libs/mathjax/2.7.0/MathJax.js .
b. Copy to sphinx repository.

Which is better for sphinx users?

And I have noticed current Sphinx points latest version of Mathjax. I think it is better to specify version if choose option a.

Sorry, I found Because MathJax (and the necessary fonts) is very large, it is not included in Sphinx. in the document.

So, only available options is a. I will make a PR later.
