In the current version of the core/components/gallery/model/gallery/galitem.class.php file the lines 33, 46, 57 cause the gallery.thumbs_prepend_site_url setting to have no effect. They should be removed.

I can confirm that. If your web hosting disallows loading files directly via HTTP, no image thumbnails are generated.
