in my rails-3.1 branch which is not quiet ready yet I will get spot-us to work with fog so that s3 is strictly optional.
s3 is a very good idea, but i feel that it shouldn't be a hard dependency.
If you use Fog for S3 though, you'll still need the keys, correct?
