Wrong shipping method for orders created from admin with admin only shipping method

On spree 3.4

When you create order from admin interface and use shipping method, which is available only for admin interface, the moment you confirm payment for such order, the shipping method is changed to some (estimated?) shipping method available on frontend.

The problem is that order_updater works correctly only for orders from frontend
