When using TaskLauncher, if the user has specified an artifact that is not in the local maven repository the tasklauncher does not pull it from a parent repository.

Users can currently set the repository using the maven.remote-repositories.repo1.url property as specified here: http://docs.spring.io/spring-cloud-dataflow/docs/1.2.0.M2/reference/htmlsingle/#getting-started-maven-configuration. For example:
--maven.remote-repositories.repo1.url=http://repo.spring.io/release

But we should have a default set.
