feat: Add AMD / Radeon Transcoding Support

Add libraries required to enable AMD (Radeon / APU) transcoding.

Thanks for the PR! We're going to discuss internally whether the transcoding support should live on its own branch/tag, or if its small and side-effect free enough into include in the base image. NVidia support should probably also be looked at when we've worked things out, but that can be in a later PR... Bear with us on this, unfortunately real-life gets in the way of open source sometimes... 😁

In the meantime, I can see that the CI for the PR is failing. The error message it gives is clear as mud, but all it means is the container is exiting before the tests can be ran against it - i.e. it's crashing out straight away. Please feel free to add commits & rerun the CI for debugging if you aren't seeing this on a local build of the image, the boxes that runs the CI have decent usage limits. If you run into any walls with the CI side, drop a message here and we can take a look.
