This avoids making a folding request per block for the entire document.

@ccordoba12 Fixed, thanks. It now takes a couple seconds for just mainwindow.py on a 4 core 8 thread 2018 gaming laptop vs. instant (<100 ms) in other editors (e.g. Notepad++), but that's about what it was in Spyder 3 IIRC so its not really a regression.
