Spark3: AuxiliaryFILE and JAR statements

Brief summary of the change made

Add AddFileSegment, ListFileSegment, and ListJarSegment to parse ADD FILE | FILES, LIST FILE | FILES, LIST JAR | JARS statements

Are there any other side effects of this change that we should be aware of?

Refactor AddExecutablePackage into AddJarSegment. I did additional testing and this just supports JAR
