配置文件目录设置不生效，导致不能使用自己的水印和字幕文件，这里设置了还是空的

我用的是docker版

已修复.
由于程序架构, 有几个限制:

如果不存在, 设置后需要重启才能自动创建 userdata 及子目录
设置后配置文件立刻更新, 但水印等资源文件必须重启才能更新
