Too strict version bound on base for ghc 9.6

When building url-slug with ghc-9.6.4 from nixpkgs I get this error:

Error: Setup: Encountered missing or private dependencies:
base >=4.13.0.0 && <=4.18.0.0

Perhaps @srid would you be able to make some cabal package revisions on Hackage?

@rvl I'm unable to respond to you on NixOS/nixpkgs#292738 due to the exclusionary NixOS core community.¹

In regards to your question quoted above, I am happy to release a new version of url-slug to Hackage if you open a PR on this repo (and/or other relevant repos).
