Support encoding and decoding of SSB URIs

• add spec data for all type-formats
• add uri encoding
• add uri decoding
• update tests to use uris
• ensure documentation examples are up to date
• publish ssb-uri-rs version 0.1.3
  • depends on Remove query string error when testing multiserver address URI ssb-uri-rs#5
• bump dependency versions (ssb-uri-rs)
• bump crate version

encode_uri() is not as elegant as I'd like but I'll loop back to it and refactor at some point.
