add i18next for internationalization/localization

Set up https://www.i18next.com/ and https://react.i18next.com/ to replace the string tables that are currently being used for the query lists.

For the first pass, I'm using Google translate and/or other machine translation, but plan on paying for a proper translation service before releasing v1.0. Initial languages will be English, German, Spanish, French, and whatever else is requested/contributed.
