Do Proposal's pre-consensus as soon as possible in the start of the spec

Through the beacon node, we get proposal duties at the beginning of the epoch. Thus, we can do the pre-consensus step as soon as possible, even before the slot starts. This will save us some time to submit the block for the proposal duty.
