Since the start of the foundation a few things have changed in our general procedures, and this PR will update the
sop.mddocument to reflect the steps necessary to help with different parts of the community governance initiative.Update: in addition to updating
sop.md, this PR also adds a github issue template for each of the meeting agenda tags, making it easier/faster to add an action, discussion, or stacks foundation-related item.
