Make Weibull cdf & lcdf more robust, handle y = 0 inputs #3037

Summary

Reworks #2811 so that more of the (L)CDF & gradient calculations are on the log scale for stability

Tests

Mix tests added using the AD framework for all combinations or scalar and vector inputs, including y == 0.0

Side Effects

N/A

Release notes

Updated the weibull_cdf and weibull_lcdf functions for numerical stability as well as correct handling of y == 0.0

@spinkey I reimplemented your #2811 PR since the code had diverged quite a bit since you originally opened it and I wanted to make the intermediate calculations a bit more robust as well.

I'll do the same for the OpenCL implementations in a separate PR
