lower or remove minimum version of methods package on Windows

In DESCRIPTION file methods has minimum specified as (>= 3.4.0), but there is no such thing on Windows, the latest method is of version 3.3.2. I noticed that in rstanarm's DESCRIPTION file there is no minimum.

@bgoodri Do you know if there is a way to get from R the version number for the most recent version of a package that's available on all platform's (in this case the methods package)?

No, but we could probably un-version that. Whatever is the version of the methods package that goes with the minimum version of R is presumably OK (or else we need to bump up the minimum version of R).
