[Bug Report] Scanning does not trigger Gallery.Create.Post Hook

Describe the bug
When a new gallery is found during a scan the Gallery.Create.Post hook is not triggered. So, the corresponding plgins are not executed.

If a Gallery is created manually (Galleries ==> New) the hook is triggered.

To Reproduce
Steps to reproduce the behavior:

1. Create a new Gallery (zip file - I didn't test it with folders)
2. Perform a Scan
3. Check if a plugin with Gallery.Create.Post Hook was executed

Expected behavior
Gallery.Create.Post Hook should be triggerd. This worked in Stash v0.16.1
