Carry-all should drop at nearby free location instead of randomly guessing where to drop #244

Currently, when a carry-all is unable to drop a unit, it changes randomly the cell where to try dropping a unit. This can lead to a carry-all trying to drop a unit on several wrong locations.

Instead, make this more intelligent and let carry-all scan for area where a free space is to drop unit.
