Issue Description

Core config flag to enable Soroban diagnostic event on transaction submission, ENABLE_DIAGNOSTICS_FOR_TX_SUBMISSION, may cause a crash in stellar core's version v20.2.0. This flag is set to false by default. However, if a node flips this flag to true then they could experience a crash during transaction submission.
