Adding new long_description_content_type field for setup.cfg

- Twine is now warning on missing the long_description_content_type in setup.cfg, this is necessary to distinguish between RST and MD files for PyPi (idk why they can't just detect this) Signed-off-by: Stephen Bunn <stephen@bunn.io>
